مراسلات القنصل ديبوا تانفيل مع وزير الخارجية الفرنسي تاليران 1800-1805 من خلال وثائق أرشيفية Correspondence Of The Consul Dubois-tanneville With The French Foreign Minister Talleyrand 1800-1805 Through Archival Documents

Résumé: خلال العصر الحديث وخصوصا بداية القرن التاسع عشر كان التواصل الدبلوماسي يتم عبر تبادل المراسلات الرسمية والتي تكون في العادة موضوعاتها إما لجانب استخباراتي تكون فيه عملية الإخبار حول الأوضاع السياسية للبلاد التي يقبع فيها القنصل، أو رصد تحركات سفن القرصنة وتقدير عدد الجنود لرفع حالة التأهب للمواجهة، كذلك الإخبار حول الأوضاع الاقتصادية للبلاد وطرق المعاملات التجارية ومراقبة الأسعار والسلع المتوفرة والسفن الوافدة للدول الأجنبية لميناء الجزائر، ولا ننسى أيضا الاهتمام من جانب القنصل بكل الاتفاقيات والمعاهدات المنعقدة مع الدول التي هي في حالة عداء مع فرنسا. ومن بين هؤلاء القناصل نجد القنصل ديبوا تانفيل، الذي كانت له العديد من المراسلات مع الوزير تاليران شملت عديد القضايا: سياسية، اجتماعية، واقتصادية، وكان له دورا بارزا في تسيير العلاقات مع الجزائر ومع الداي مصطفى تحديدا فقد استطاع توقيع هدنة 1800م معه لإرساء حالة السلم بين البلدين. During the modern era, especially the begiinning of nineteenth century, diplomatic communication took place through the exchange of official correspondance, whose topics were usually either an intelligence aspect in which the process of tellig about the political situation of the country in which the consul resides, or monitoring the movements of piracy ships and estimating the number of soldiers to raise the state of preparedness for confrontation, as well as news about the economic conditions of the country methods of commercial transactions, monitoring of prices, available goods, and ships coming to foreign countries to the port of algeria, and we also do not forget the interest on the part of the consul in all agreements and treaties concluded whithcontries that are in a states of hostility with France. Among these consuls, we find consul dubois thainville, who had many correspondances with minister talleyrand, including many issues: political, social, and economic, and he had a prominent role in conducting relations with algeria and with the dey mustafa in particular, as he was able to sing an armistice in 1800 Ad with him to establish a state of peace between the two countries.
