معوقات تطبيق الحكومة الإلكترونية في الإدارة المحلية الجزائرية - بلدية سيدي عيسى بولاية المسيلة نموذجا -

Résumé: إن تطبيق الإدارة الإلكترونية في البلديات هو تحصيل حاصل بعد التطور الكبير الذي شهدته تكنولوجيا المعلومات والاتصال إلا أن تطبيق هذا المشروع لا يزال يواجه مجموعة من الصعوبات التي تعيق تطبيقه. وقد هدفت هذه الدراسة إلى التعرف على أهم المعوقات التي تحول دون تطبيق الإدارة الإلكترونية في ببلدية سيدي عيسى بولاية المسيلة ، حيث تم الاعتماد على المنهج المسحي الذي يتناسب وطبيعة الدراسة ، ولتحقيق أهداف الدراسة تم توزيع استبانة على أفراد العينة ، والذي بلغ عددهم 100 مفردة. وتم التوصل إلى نتائج مفادها أن بلدية سيدي عيسى تعاني من معوقات مالية وتقنية بدرجة عالية ، تليها المعوقات الإدارية والبشرية والأمنية بدرجة متوسطة. The implementation of electronic management in municipalities is an inevitable consequence of the significant advancements in information and communication technology. However, the application of this project continues to face several challenges that hinder its execution. This study aims to identify the primary obstacles preventing the implementation of electronic management in the municipality of Sidi Aissa in the M'Sila province. A survey methodology was employed, which is appropriate for the nature of the study. To achieve the study's objectives, a questionnaire was distributed to a sample of 100 individuals. The results revealed that the municipality of Sidi Aissa experiences substantial financial and technical obstacles, followed by moderate administrative, human, and security challenges.
