السياسة المالية للجزائر خلال العهد العثماني (1519-1830)

Résumé: تحمل المذكرة عنوان السياسة المالية للجزائر خلال العهد العثماني1519-1830 اين عالجت مختلف جوانب السياسية خلالا العهد العثماني ،و في دراسة وصفية لهذه المؤسسات التي حظيت باهتمام السلطة وبدورها في تحسيد السياسة المالية من خلال الضرائب وتوفير المداخيل لانعاش الخزينة على غرار النشاط البحري ،وكذلك تميزها بتنظيم مالي وهيكلي اداري محكم من اجل تطبيق سياستها المالية التي من شانها المساهمة في سيرورة نظام الحكم بمختلف جوانبه السياسية والاقتصادية والعسكرية، الا ان سلبيات النظام المالي اثرت عل دواليب الحكم وقيام عدة ثورات محلية ضدها مما جعلتها محل اطماع من طرف الأوروبيين. The memorandum bears the title of the financial policy of Algeria during the Ottoman era 1519-1830, where the various aspects of politics were addressed during the Ottoman era, and in a descriptive study of these institutions that received the attention of the authority and their role in improving fiscal policy through taxes and the provision of revenues to revive the treasury similar to maritime activity, as well as its distinction by organizing A tight financial and administrative structure in order to implement its financial policy that would contribute to the process of the ruling system in its various political, economic and military aspects. However, the negative aspects of the financial system affected the wheels of government and the establishment of several local revolutions against them, which made them subject to greed on the part of Europeans.
