دور المجتمع المدني في مكافحة الفساد السياسي في تونس قبل وبعد 2011

Résumé: يتناول هذا المقال مشكلة الفساد السياسي الذي يعبر عن سوء استغلال السلطة العامة من أجل الحصول على مكاسب خاصة، وهذا يعني أنه سلوك سلبي يؤثر بالسلب على مصالح الأخر، في حين يمثل المجتمع المدني، المنظم والمراقب للحياة السياسية والاقتصادية والاجتماعية، وتكمن أهمية دراسة دور منظمات المجتمع المدني في مكافحة الفساد السياسي في: اظهار الاشكال المتعددة للفساد ومستوياته وتأثيره، تحديد طبيعة عمل منظمات المجتمع المدني في مجال مكافحة الفساد، وأثرها على الساحة السياسية. وسنبرز هذه الأهمية من خلال: دراستنا للفساد السياسي في تونس والوسائل التي استخدمتها منظمات المجتمع المدني، من أجل ايقاف زحف هذه الظاهرة للسيطرة على الحياة السياسية، من خلال استخدام المنهج الوصفي التاريخي والمقارن، حيث استخدمنا الوصف في تحديد المستوى والأثر الذي وصل إليه الفساد السياسي، والتاريخي في مجال تطور الفساد السياسي في تونس، في حين قارنا بين الفساد ودور المجتمع المدني في مكافحة الفساد خلال فترتين زمنيتين. This article deals with political corruption, which reflects the abuse of public power for private gain. This means that it is negative behavior that affects the interests of the other, while civil society, organized and controlled for political, economic and social life, is representative of the importance of our study: Demonstrating the multiple forms, levels and impact of corruption, The functioning and impact of these organizations on corruption. We will highlight this importance by: Our study of political corruption in Tunisia and the means used by these organizations to stop this goal of controlling political life by using a descriptive approach to determining the level and impact of political corruption and the historical development of political corruption in Tunisia, while comparing corruption with the role of civil society in the fight against corruption during two periods of time.
