واقع تطبيق إصلاحات التسيير العمومي الحديث في الوظيفة العمومية الجزائرية

Résumé: تهدف هذه الدراسة إلى التعرف على واقع تطبيق إصلاحات مقاربة التسيير العمومي الحديث بقطاع الوظيفة العمومية الجزائرية، و هذا من خلال تبيان أهم الخطوات العملية و الإجراءات المعتمدة سيما في تدبير شؤون الكادر البشري من قبل مؤسسات و إدارات هذا القطاع، نخص بالذكر الإدارة العدلية. و قد توصلت الدراسة إلى جملة من النتائج أهمها أن تحقيق التغيير و الإصلاح المنشود يتوقف على توفر مجموعة من المتطلبات و المقتضيات، و لعل غياب ذلك بالوظيفة العمومية الجزائرية هو ما يفسر ضعف تبني و تجسيد منظمات هذه الأخيرة لمنهج و آليات القطاع الخاص في التسيير، ناهيك عن محدودية فعالية ما أتخذ من إصلاح. The aim of this study is to identify the reality of applying the reforms of the new public management approach in the Algerian civil service sector, through showing the most important practical steps and procedures adopted, specifically in the management of human resource by the institutions and departments of this sector, precisely the judicial administration. The study concluded that the achievement of the change and desired reform depends on the existence of a set of exigences and requirements, and the absence of this in the Algerian civil service explains the weakness of public organizations adopting the methodology and mechanisms of the private sector’s management, as well as the limited effectiveness of the reforms adopted.
