التخطیط البیئي كآلیة وقائیة لحمایة البیئة في الج ا زئر

Résumé: إن تفتح الاهتمام البیئي في الج ا زئر والتحولات الحاصلة في نمط التسییر ووسائل الحمایة؛ لم یكن من باب الصدفة وإنما هو نتاج ظروف بیئیة وطنیة، فرضت على الجهات المسؤولة واجب الاجتهاد والبحث في حلول أكثر حداثة وفعالیة، لكي تعالج القضایا البیئیة بأسلوب محكم التوقیت ومقتصد التكالیف. فالّتخطیط البیئي یعد أحد الآلیات المعاصرة لتجسید السیاسة الوقائیة لحمایة البیئة، تهدف من خلاله الدولة إلى تأطیر وتوجیه مواردها نحو تحقیق أهدافها بشكل أكثر كفاءة وفعالیة لتحقیق أهدافها التنمویة (الاقتصادیة والاجتماعیة والبیئیة). غیر أنه وبالرغم من أهمیة هذه الآلیة في حمایة البیئة، إلا أن إدماج البعد البیئي ضمن المخططات الاقتصادیة في الج ا زئر عرف بطئا كبی ا ر. ویرجع ذلك لجملة من المتغی ا رت أهمها نقص الوعي وعدم الإلمام بكل الجوانب المتعلقة بمفهوم التخطیط البیئي من جهة، وعدم اقتناع السلطات العامة بأهمیة هذا المفهوم ودوره في دعم سیاساتها البیئیة من جهة أخرى. The openness on environmental interest in Algeria , the changes in style of management and the protection means were not coincidental, but it was the result of national environmental conditions, which obliged the authorities to work diligently and to seek more modern and effective solutions, in oreder to address environmental issues in a timely and cost-effective manner. Environmental planning is one of the contemporary mechanisms for the embodiment of the preventive policy to protect the environment. The state through which aims to frame and direct its resources towards achieving its goals more efficiently and effectively, in addition to achieve the developmental objectives (economic, social and environmental). However, despite the importance of this mechanism in protecting the environment, the integration of the environmental dimension within the economic plans in Algeria was very slow. Due to different variables for instance, the lack of awareness and familiarity with all aspects of environmental planning concepts, on the one hand, and the absence of public authorities’ conviction about the importance of this concept and its role in supporting its environmental policies on the other hand.
