الإیكواس ورھان بناء السلم الإيجابي في غرب إفریقیا

Résumé: ملخص: تسعى الدراسة إلى توضيح دور وجهود الإيكواس في بناء السلم في غرب إفريقيا، وذلك اعتمادا على مختلف هياكلها وآلياتها الأمنية التي تدعم مساعيها لتحقيق سلام ايجابي مستدام. تبين أن الإيكواس ومن خلال ترتيباتها الأمنية فيما يخص بناء السلام، قد ساهمت في إرساء السلام السلبي، لكن نظرا لضعفها الهيكلي والمالي والوظيفي فقد حققت نتائج غير كافية فيما يخص بناء السلام الايجابي، وهو ما نتج عنه ضرورة تنسيق أنشطتها مع منظمة الأمم المتحدة والاستعانة بالدعم الخارجي. Abstract: The study seeks to clarify the role and efforts of ECOWAS in building peace in West Africa, depending on its various security structures and mechanisms that support its endeavors to achieve a positive sustainable peace. It was found that ECOWAS, through its security arrangements with regard to peacebuilding, has contributed to the establishment of negative peace, but due to its structural, financial and functional weakness, it has achieved insufficient results in terms of positive peacebuilding, which resulted in the need to coordinate its activities with the United Nations and to seek support exterior.
