تكوين المنتخبين المحلين في الجزائر وانعكاساته على تفعيل دور الجماعات المحلية وترقية أدائها التنموي

Résumé: جاءت هذه الدراسة بهدف تسليط الضوء على موضوع تكوين المنتخبين المحلين ودوره في ترقية أداء الجماعات المحلية، باعتبارها أن تحقيق الرشادة و الفعالية الإدارية يرتبط أساسا بكفاءة المنتخب المحلي من خلال مساهمته الفعلية في تدبير الشأن المحلي وإعداد السياسات العمومية والبرامج التنموية، لذا فإن الأسبقية الأولى، ينبغي أن توضع لانتقاء وتنمية المنتخبين المحليين على مستوى الجماعات المحلية، وأن يتم تكوينهم وفق أسس علمية سليمة أساسها الكفاية الفنية والعلمية، والتنسيق بين نشاطاتهم في سبيل تحقيق الأهداف الإستراتيجية التي تبنى عليها التنمية المحلية. This study came with the aim of shedding light on the issue of the formation of local elected officials and its role in promoting the performance of local groups, as achieving rationality and administrative effectiveness is mainly related to the efficiency of the local team through its actual contribution to managing local affairs and preparing public policies and development programs. To be set up to select and develop local elected officials at the level of local communities, and to be formed according to sound scientific foundations based on technical and scientific competence, and coordination between their activities in order to achieve the strategic goals on which local development is built.
