Résumé: يطرح موضوع الإرهاب خلافاً حاداً بين الدول والفقه الدولي، لما يشكله من إختراق لقواعد القانون الدولي وأهمها المساس بسيادة الدول، وفي هذا الصدد وضع القانون الدولي عدة أحكام مجرمة للإرهاب، مما جعل المجتمع الدولى يسعى إلى إيجاد تعريف جامع للإرهاب. كي لاتستعمله بعض الدول كغطاء للتدخل في شؤون غيرها كمبرر وقائي. الكلمات المفتاحية: الإرهاب، الدفاع الشرعي، الدفاع الوقائي. The issue of terrorism presents a sharp conflict between states and international jurisprudence, as it constitutes a breach of the rules of international law, the most important of which is the violation of the sovereignty of states.
