سياسات ترشيد وضبط الواردات وأثرها على رصيد الميزان التجاري في الجزائر

Résumé: "يعد قطاع التجارة الخارجية من أهم القطاعات الحيوية في اقتصاد أي دولة ، فكل دولة تطبق سياسة تجارية مختلفة عن غيرها لكن الهدف واحد وهو الوصول الى درجة متقدمة من التطور وبالفعل لا يمكن لأي دولة العيش في معزل عن العالم ذلك بالعمل على تحقيق توازن اقتصادي والعمل على التقليل من الواردات. لهذا سنتناول في هذا البحث دور سياسات التجارة الخارجية في ضبط الواردات باعتبار الجزائر دولة مستهلكة حيث تزيد قيمة وارداتها بكثير عن قيمة صادراتها، فإن تبني إجراءات كبحية للعملية الاستيرادية يبقى ضرورة ملحة . حيث يرتكز هذا البحث على استعراض مختلف السياسات الممكن تطبيقها في الجزائر وتأثيرها على واردات البلد، وذلك باستعمال منهج وصفي تحليلي لمختلف سياسات التجارة الخارجية و تطورها في الجزائر وكذا التغيرات المرتبطة بواردات البلد تشير النتائج إلى أن هذه السياسات المنتهجة لم تستطع التحكم في وتيرة التصاعد الكبير في قيمة الواردات الجزائرية، فلم تقلل مختلف هذه السياسات في القيمة الناتجة عن العملية الاستيرادية رغم فاعليتها النظرية. " "The foreign trade sector is one of the most vital sectors in the economy of any country, each country applies a different trade policy from others, but the goal is the same, which is to reach an advanced degree of development, and indeed no country can live in isolation from the world by working to achieve economic balance and work to reduce imports. Therefore, we will address in this research the role of foreign trade policies in controlling imports, as Algeria is a consumer country where the value of its imports far exceeds the value of its exports, the adoption of repressive measures for the import process remains an urgent necessity. Where this research is based on a review of the various policies that can be applied in Algeria and their impact on the country's imports, using a descriptive analytical approach to the various foreign trade policies and their development in Algeria as well as the changes associated with the country's imports. "
