تأثير اختصاصات السلطة التنفيذية على الدور التشريعي للبرلمان في ظل التعديل الدستوري 2020

Résumé: تهدف هذه الورقة البحثية إلى تحديد اختصاصات السلطة التنفيذية المؤثرة على الدور التشريعي البرلمان في إطار مبدأ الفصل بين السلطات الذي تبناه المؤسس الدستوري صراحة منذ التعديل الدستوري لسنة 2016. حيث توصلنا إلى نتيجة مفادها تقييد سلطة البرلمان في ممارسة مهامه التشريعية من خلال توسع سلطات رئيس الجمهورية وتدخل الحكومة في مختلف مراحل العملية التشريعية Abstract: This research paper aims to define the powers of the executive branch affecting the legislative role of Parliament within the framework of the principle of separation of powers that the constitutional founder has explicitly adopted since the constitutional amendment of 2016. Where we have come to the conclusion that the authority of Parliament in the exercise of its legislative functions is limited by the expansion of the powers of the President of the Republic and the intervention of the government in the various stages of legislative work.
