حادثة "توري كانيون" والقواعد الجديدة للقانون الدولي للبحار

Résumé: لقد ساهمت حادثة الناقلة "توري كانيون" الواقعة في سواحل المملكة المتحدة سنة 1967، وبعد المسائل القانونية التي أثارتها بشأن تدخل الدولة الساحلية في المناطق البحرية غير الخاضعة للسيادة الوطنية لأية دولة، ورغم الفراغ القانوني الذي كان موجودا في قواعد القانون الدولي التقليدي للبحار، في التطوير التدريجي لقواعد القانون الدولي الجديد للبحار، وإدخال تعديلات جديدة، بغرض التصدي والمكافحة لأخطار حوادث الناقلات، وذلك كإستثناء من مبدأ حرية الملاحة في منطقة أعالي البحار. The Torrey Canyon incident on the coast of the United Kingdom in 1967, after the legal issues it raised regarding the intervention of the coastal State in maritime areas not under the national sovereignty of any State, and despite the legal vacuum that existed in the rules of traditional international law of the sea, contributed to the progressive development of the rules of the new international law of the sea and the introduction of new amendments, with a view to addressing and combating the dangers of tanker accidents, as an exception to the principle of freedom of navigation in the high seas
