استراتيجيات وآليات دعم التحول إلى الاقتصاد الأخضر في سياق التنمية المستدامة (مع الإشارة إلى حالة الجزائر)

Résumé: يعتبر الاقتصاد الأخضر رد فعل لآثار التدهور البيئي والمشكلات العالمية عامة والبيئية خاصة؛ حيث أصبح مطلبا أساسياً وحتميا لإيقاف التدهور البيئي متعدد المظاهر، إذ وصف بأنه أداة لتعبئة البلدان نحو التنمية المستدامة. يمكن التحول إلى الاقتصاد الأخضر من خلال الاهتمام بعدة قطاعات ذات أولوية (الزراعة، الغابات، المياه، السياحة)، والاستناد إلى جملة أدوات تمكينية (الطاقة الخضراء، الاستثمار الأخضر، التكنولوجيا الخضراء، المباني الخضراء، الوظائف الخضراء). أقرت العديد من الدول أهمية وضع خطط وطنية للاقتصاد الأخضر أو إدماج الاقتصاد الأخضر في خططها، انطلقت الجزائر في العديد من المبادرات الإصلاحية الهادفة إلى تنويع الاقتصاد وتعزيز الأمن الطاقوي، وبالمقابل حماية البيئة وتطوير جوانب الاقتصاد الأخضر، إلا أنه من اللازم تدعيم هذه المبادرات في إطار إستراتيجية وطنية متكاملة من أجل النهوض بالاقتصاد الأخضر. Abstract: The green economy is a reaction to the effects of environmental degradation and global problems in general and the environment in particular, it has become a fundamental and inevitable requirement to stop multifaceted environmental degradation, it was described as a tool for mobilizing countries towards sustainable development. The transition to a green economy can be achieved through attention to several priority sectors (agriculture, forestry, water, tourism) and based on enabling tools (green energy, green investment, green technology, green buildings, green jobs).Many countries have recognized the importance of developing national green economy plans or integrating the green economy into their plans, Algeria has embarked on several reform initiatives aimed at diversifying the economy and promoting energy security, and in return protecting the environment and developing aspects of the green economy, however, these initiatives need to be strengthened within framework of an integrated national strategy for the promotion of the green economy.
