قــــراءة في ضـــــوء مــــؤشر (egdi) لــــــواقع الحـــكومة الإلكــــــترونية في دول المغــــرب العــــــربي دراسة مقارنة: الجزائر، تونس والمغرب خلال الفترة (2008-2022)

Résumé: هدفت الدراسة إلى تحليل واقع الحكومة الإلكترونية في دول المغرب العربي: الجزائر، تونس والمغرب خلال الفترة (2008-2022)، وذلك بالإعتماد على مؤشر الأمم المتحدة لقياس أداء الحكومة الإلكترونية (EGDI)، والمؤشرات الفرعية التابعة له: مؤشر (OSI)، مؤشر (TII) ومؤشر (HCI)؛ وتوصلت الدراسة إلى أنه رغم تسجيل الجزائر لتحسن نسبي ملحوظ في تبني تطبيقات الحكومة الإلكترونية إلا أنها لم ترق لمستوى التطلعات، مقارنة بتونس والمغرب التي حققت معدلات فوق المتوسط العالمي، وقد أظهرت نتائج تحليل مؤشر (EGDI) أفضلية تونس متبوعة بالمغرب وتتذيل هذا الترتيب الجزائر، وهو ما يضع السلطات الجزائرية أمام تحديات كبيرة وجهود إضافية لتعزيز وتوسيع نطاق تبني تطبيقات الحكومة الإلكترونية. The study aimed to analyse the reality of e-government in the Arab Maghreb countries: Algeria, Tunisia and Morocco for the period (2008-2022), based on the (EGDI) performance measurement index, and the associated sub-indicators: (OSI) Index, (TII) Index and (HCI) Index. The study concluded that although Algeria recorded a remarkable relative improvement in the adoption of e-government applications, it fell short of expectations, compared to Tunisia and Morocco, which achieved rates above the world average. The results of the (EGDI) index analysis showed the superiority of Tunisia followed by Morocco and Algeria at the bottom of the ranking, which puts the Algerian authorities in front of great challenges and additional efforts to promote and expand the adoption of e-government applications.
