التعاون الدولي لحماية الأشخاص عديمي الجنسية

Résumé: توفر الجنسية حماية للأشخاص و شعور بالإنتماء و التمتع بمختلف الحقوق، و انعدامها يؤدي إلى خلق العديد من المشاكل التي لا يمكن حصرها، و هذا ما يجعل انعدام الجنسية مشكلة عالمية دفعت المجتمع الدولي إلى تكثيف جهوده من أجل القضاء على حالات انعدام الجنسية و توفير حماية للأشخاص عديمي الجنسية. و تمخضت هذه الجهود عن إبرام جملة من الاتفاقيات الدولية أهمها اتفاقية بشأن وضع الأشخاص عديمي الجنسية لعام 1954، و اتفاقية نيويورك لعام 1961 بشأن الحد من حالات انعدام الجنسية، هذا إلى جانب توسيع دور و مهام المفوضية السامية لشؤون اللاجئين كآلية دولية لتشمل المساعدة في خفض حالات انعدام الجنسية و كذا توفير المساعدة للأشخاص عديمي الجنسية. Nationality provides protection for humans, a sense of belonging and enjoyment of various rights, and its absence leads to the creaction of many problems, that connot be counted, and this is what makes statelessnes a global problem, that has prompted the international community to intensify its efforts to eliminate statelessness and provide protection for statless people. These efforts resulted in the conclusion of a number of international agreements, the most important of which is the convention on the status of stateless persons of 1954, and the New York convention of 1961 on the reduction of statelessness,This is in addition to exparding the role and function of the high commissioner refugees as an international mechanism include assistance in the reduction of statelessness as well as the provision of assistance to stateless persons.
