دور مراكز الفكر والأبحاث في بناء السياسات الأمنية العامة في الدول العربية

Résumé: يعد الدور المتزايد لمراكز الفكر والأبحاث في العالم لدليل على اهميتها ومكانتها في صناعة القرار السياسي وكذلك عن تطور الدولة والمجتمع ، بحيث انها تلعب دورا فاعلا ومؤثرا على توجهات السياسة الأمنية للدول سواء على الصعيد الداخلي او الخارجي، ولقد أصبحت مراكز الفكر محل اهتمام العديد من الدول العربية مؤخرا ، حيث شهدت انتشارا كبيرا في معظمها ، واتسعت دائرة نشاطها من حيث الكم والنوع. ومن اجل ذلك ، وبغية الوصول الى نتائج من شانها الاجابة عن الاشكالية الدراسة ، تم تقسيم خطة هذه الاخيرة الى ثلاث محاور رئيسة سنحاول من خلالها الوقوف عند مفهوم هذه المراكز؛ بتوضيح طبيعة عملها وكيف تؤثر على عملية صنع القرار في السياسة الأمنية للدول، وصولا الى واقع ودور هذه المراكز البحثية في الوطن العربي ومعوقات عملها، وأخيرا الحلول المقترحة لتفعيل دورها سياسيا، وهذا ماتم الوصول اليه في نتيجة الاخيرة لهذا البحث، بحيث تبين ان دورها واهميتها في صنع السياسية الامنية للدول اصبح اكثر من ضرورة. الكلمات المفتاحية: مراكز الفكر. السياسة الأمنية. صنع القرار. المنطقة العربية. Abstract: . The increasing role of think tanks and research in the world is evidence of their importance and position in political decision-making as well as the development of the state and society, as they play an active and influential role on the orientations of the security policy of countries, whether at the internal or external levels, and think tanks have become a focus of interest for many Arab countries. Recently, it has witnessed a large spread in most of them, and its activity has expanded in terms of quantity and type. For this purpose, and in order to arrive at results that would answer the problem of the study, the plan of the latter was divided into three main axes, through which we will try to understand the concept of these centers; By clarifying the nature of their work and how it affects the decision-making process in the security policy of countries, down to the reality and role of these research centers in the Arab world and the obstacles to their work, and finally the proposed solutions to activate their political role, and this is what was reached in the last result of this research, so that it was found that their role and importance in Making security policy for countries has become more than a necessity.
