واقع الانفتاح السمعي البصري في الجزائر(التداعيات،الآثار والتجليات)

Résumé: ملخص: يعالج واقع الانفتاح السمعي البصري في الجزائر، طبيعة الجدل الحاصل بين ما تضمّنته النصوص التشريعية في قانون السمعي البصري 2014من هامش أوسع في تكريس التعددية الإعلامية عبر ظهور العديد من القنوات الفضائية التلفزيونية الجزائرية، وما نجم عن ذلك من آثار وتجليات على مستوى المشهد السمعي البصري من تقييد لهذه القنوات على صعيد الممارسة الإعلامية. لهذا، فقد انصب اهتمام الباحثة على الكشف عن حدود الحرية التي أتاحها قانون السمعي البصري 2014. وقد أسفرت الدراسة عن نتائج جوهرية أهمها، أنّ الانفتاح السمعي البصري، وبالرغم ممّا آل إليه من جوانب إيجابية، إلاّ أنّه يبقى مجرد مبادرة لا تزال فتيّة، هدفها امتصاص ظروف غالبية المشاهدين، وهو ما يستوجب تعزيز الإطار القانوني في المجال السمعي البصري بنصوص تضمن الممارسة الإعلامية ويؤسس لمفهوم الانفتاح الإيجابي داخل المجتمع. الكلمات المفتاحية: التداعيات، الآثار؛ التجليات؛الحقل الإعلامي؛ القانون؛ الانفتاح، : Abstract This study about the reality of the audiovisual openness in Algeria attempt at the nature of the controversy between what was included in the 2014 legislative texts on Audiovisual Law in terms of a wider margin to consecrate media pluralism through the emergence of many satellite tv channels, and the effects and manifestations. It is, Therefore, question of focusing on the limits of freedom permitted by the 2014 Audiovisual Law. The most important conclusion is that the audiovisual openness, despite the positive aspects it has developed, remains only a still young initiative aimed at absorbing the conditions of the majority of viewers, which requires strengthening the legal framework in the audiovisual field with texts that guarantee media practice It establishes the concept of positive openness within society.
