الآثــــــــــــــار الاقتصاديــــة الكلية للسياســــــة النقديــــة غير التقليديــــــة - دراسة حالـــــــــة الجزائــــر-

Résumé: تهدف هذه الورقة البحثية إلى إبراز الآثار الاقتصادية الكلية للسياسة النقدية غير التقليدية حالة الجزائر، وذلك من خلال تبني أسلوب التمويل غير التقليدي، وفقا للقانون 17/10 المؤرخ في 11 أكتوبر 2017. لقد كان وراء اختيار هذا النمط التمويلي الأزمة المالية الخانقة التي أضعفت كثيرا الاقتصاد الجزائري، و ذلك بسبب تراجع المداخيل من العملة الصعبة نتيجة انهيار أسعار البترول انطلاقا من النصف الثاني من سنة 2014. وقد توصلنا إلى مجموعة من النتائج، ربما أهمها: أن النتائج المحققة على مستوى الاقتصاد الجزائري في الفترة 2017-2019 لم ترقى للهدف المسطر من خلال تبني أسلوب التمويل غير التقليدي، والدليل على ذلك: إلغاء العمل بالقانون 17/10 الذي يسمح بتطبيق هذا النمط التمويلي غير التقليدي نهاية سنة 2019؛ لم تشهد مختلف مؤشرات الاقتصاد الكلي (الناتج الداخلي الخام، قيمة صرف الدينار، الخ) تحسنا واضحا؛ ناهيك عن التذبذبات المستمرة لمعدلات نمو جل القطاعات الاقتصادية. We aim through this research paper to highlight the macro-economic effects of unconventional monetary policy on the Algerian economy. The application of this unconventional financing method is as stipulated the law 17/10, which dates from October 11, 2017. The choice of this method of financing was motivated by the financial crisis, this later that collapsed the Algerian economy, following the drastic fall in oil prices from the second half of 2014. We arrived at several results, among them: despite the adoption of this unconventional monetary policy during the period 2017-2019, the results do not follow, since: we have witnessed the repeal of Law 17/10 which stipulates the adoption of this method of financing; macroeconomic indices (GDP, dinar value, etc.) have not seen any real improvement; instead of the expected results, we have seen fluctuations in growth rates in almost all economic sectors.
