التحولات الرقمية في الدول العربية

Résumé: تهدف هذه الدراسة إلى تشخيص واقع التحولات الرقمية في الدول العربية من خلال التطرق إلى البنية الأساسية الرقمية، الحكومة الالكترونية، الإبداع والابتكار الرقمي، الاستخدام الرقمي والتعليم والثقافة الرقمية، الأعمال الرقمية وأيضا التحديات والرؤى المستقبلية التي تقف أمام التحول الرقمي لهذه لدول العربية. و تم الاعتماد في هذه الدراسة على المنهج الوصفي التحليلي لتوضيح مفاهيم التحول الرقمي وفوائده وكذلك التعرف إلى بعض أبعاد التحول الرقمي في الدول العربية وأهم التحديات التي تواجه التحول الرقمي في الدول العربية. والرؤى المستقبلية. وتوصلت الدراسة إلى مجموعة من النتائج منها: وجود حد أدنى مقبول من توفر الخدمات الإلكترونية الحكومية و تطورها، مستويات الإنفاق على البحث والتطوير في الدول العربية تعتبر منخفضة بشكل كبير مقارنة بالمتوسط العالمي، ترتيب الدول العربية في مجال جاهزية الاستخدام الفردي أفضل من ترتيبها في جاهزية الاستخدام لدى قطاع الأعمال والحكومة. This study aims to diagnose the reality of digital transformations in the Arab countries by addressing the digital infrastructure, electronic government, digital creativity and innovation, digital use, education and digital culture, digital business, as well as the challenges and future visions that stand in front of the digital transformation of these Arab countries. This study relied on the descriptive analytical approach to clarify the concepts of digital transformation and its benefits, as well as identifying some dimensions of digital transformation in Arab countries and the most important challenges facing digital transformation in Arab countries. and future visions.
