مسؤولية المجتمع الدولي عن تهديدات اللجوء البيئي للأمن الإنساني -من منظور سوسيولوجيا العلاقات الدولية-

Résumé: تسعى الورقة المقترحة على اللجنة العلمية للمتلقى الدولي في محوره الرابع من خلال توظيف مقاربة سوسويولوجيا العلاقات الدولية كبراديغم معرفي إلى أولا التدقيق في مفاهيم المجتمع الدولي واللجوء البيئي والأمن الإنساني، لكن الأهم إلى تحديد مسؤولية الفواعل الأساسية للمجتمع الدولي عن التغيرات المناخية وتزايد حدة ظاهرة اللجوء البيئي وأثار هذه الأخيرة على الأمن الإنساني. إن شبكة القراءة المبنية على سوسيولوجيا الساحة الدولية تفعل أنسنة مفهوم الأمن والمخاطر المترتبة عن ظاهرة اللجوء البيئي ليس فقط على الدول التي تعرف الظاهرة ولكن أيضا على الدول المستقبلة للاجئين وحتى الدول والمجتمعات البعيدة نسبيا عنها، بالنظر إلى كون الظروف المحيطة والتي ساهمت في بروزها تعد مساسا بالأمن الإنساني كحق أساسي للاجئين في حد ذاتهم وتتحول وضعيتهم إلى مغذي للتهديدات اللاثماثلية The proposed paper aims, through the utilization of sociology of international relations approach as an epistemic paradigm. to Firstly scrutinize the concepts of the international community, environmental displacement, and human security. More importantly, it seeks to identify the responsibility of key actors in the international community for climate change and the escalating of the phenomenon of environmental refugees, and the resulting impacts on human security. The readings network based on the sociology of the international arena perspective humanizes the concept of security and the risks associated with the phenomenon of environmental displacement, not only for countries experiencing the phenomenon but also for refugee-receiving countries, and even relatively distant countries and communities. This perspective considers the surrounding conditions that contributed to its emergence as a threat to the human security as a fundamental right of refugees themselves, and transforms their situation to a source of non-traditional threats.
