واقع الصيرفة الإسلامية في الجزائر -دراسة تحليلية-

Résumé: تهدف هذه الدراسة من خلال المنهج الوصفي التحليلي إلى الوقوف على واقع الصيرفة الإسلامية في الجزائر، وقد تم التطرق إلى المقصود بالصيرفة الإسلامية، ومبادئها، وطبيعة الوساطة المصرفية الإسلامية، وهذا لفهم الصيرفة الإسلامية، ومن ثم استعراض إطارها التنظيمي في الجزائر، حيث تعد تجربة حديثة؛ فبعد إصدار النظام 20-02 سنة 2020 المتضمن حصر ست صيغ للتمويل المصرفي الإسلامي تعززت الصيرفة الإسلامية في السنة الماضية بصدور القانون النقدي والمصرفي 23-09، وذلك تحت رقابة بنك الجزائر، والهيئة الشرعية الوطنية للإفتاء للصناعة المالية الإسلامية، وفي وجود مصرفين إسلاميين حتى الآن، وعشرة بنوك تتعامل بالنوافذ الإسلامية، لكن نشاط الصيرفة الإسلامية في الجزائر بقي دون المأمول سواء في الودائع أو التمويل. وتوصلت الدراسة إلى نتيجة عامة مفادها أن الصيرفة الإسلامية في الجزائر لم تصل إلى مرحلة النموذج المتكامل. Through the descriptive analytical approach, This study aims to stand on the reality of islamic banking in Algeria; so to understand islamic banking it have been addressed the meaning of islamic banking, its principles and the nature of islamic banking intermediation. This study also reviewed the regulatory framework of islamic banking in Algeria. After the issuance of regulation 20-02 in 2020 which specified six methods as islamic banking financing, last year islamic banking was strengthened by the issuance of monetary and banking Law 23-09 under the supervision of the Bank of Algeria and the National Sharia Fatwa Authority for the Islamic Finance Industry, with the presence of two Islamic banks so far, and ten banks that deal with Islamic windows, but Islamic banking activity in Algeria has remained below expectations, whether in deposits or financing. As general conclusion for this study, Islamic banking in Algeria has not reached the stage of an integrated model.
