التمويل الأخضر كأداة دعم للانتقال إلى الاقتصاد الأخضر في الجزائر - عرض التجربة الصينية والدروس المستفادة-

Résumé: ملخص: تهدف هذه الورقة البحثية إلى التعرف على التمويل الأخضر من خلال معرفة أدواته (السندات الخضراء ، الصناديق الخضراء ، الاستثمارات الخضراء و أخرى)و أثرها في تحقيق الانتقال إلى الاقتصاد الأخضر و تحقيق أهداف التنمية المستدامة بأبعادها الثلاثة البعد البيئي و الاقتصادي و الاجتماعي. حيث توصلت الدراسة إلى النتائج الجيدة المحققة في تجربة دولة الصين الشعبية من خلال عرض استراتيجية التمويل الأخضر و المشاريع المستهدفة بالتحليل و الأرقام كما سجلنا ترتيبها الأول عالميا من حيث إصدار السندات الخضراء ، و من النتائج المتوصل إليها ضعف التمويل الأخضر في الجزائر المعتمد على ميزانية الدولة فقط مع إمكانية الإستفادة من التجربة الصينية لإرساء نظام مالي يدعم الاقتصاد الأخضر محليا . Abstract: This research paper aims to identify green finance through knowing its tools (green bonds, green funds, green investments......) and its impact in achieving the transition to a green economy and achieving the sustainable development goals in their three dimensions: the environmental, economic and social dimensions. The study reached the good results achieved in the experience of the People's Republic of China by presenting the green financing strategy and the targeted projects with analysis and numbers. We also recorded its first ranking in the world in terms of issuing green bonds. Among the results reached is the weakness of green financing in Algeria, which relies on the state budget. Only with the possibility of benefiting from the Chinese experience to establish a financial system that supports the green economy locally
