تطور مؤشر تنمية الحكومة الإلكترونية في الجزائر في ظل كوفيد19 حسب مسح الحكومة الإلكترونية للأمم المتحدة 2020.19

Résumé: يعد (كوفيد19) أول جائحة في تاريخ البشرية تُستخدم فيه التكنولوجيا ووسائل التواصل الاجتماعي على نطاق واسع للحفاظ على سلامة الناس وإنتاجيتهم وتواصلهم على الرغم من تباعدهم الجسدي. تهدف الدراسة إلى إبراز نتائج جائحة كوفيد 19 على المستوى الاقتصادي والاجتماعي، وتوضيح أداء الحكومة الإلكترونية عالميا لمواجهة أضرار كورونا وتحليل تطور مؤشر تنمية الحكومة الالكترونية في الجزائر 2010-2020، حسب مسح الحكومة الالكترونية للأمم المتحدة 2020. أهم النتائج المتوصل إليها أن الجائحة ساهمت في الرفع من مؤشر تنمية الحكومة الالكترونية عالميا في 2020، اذ انتقل العديد من الدول من المستويات الدنيا إلى المستويات الأعلى لمؤشر تنمية الحكومة الالكترونية؛ وأن الجزائر انتقلت إلى مجموعة الدول ذات مؤشر تنمية الحكومة الإلكترونية المرتفع لكن بشكل طفيف. COVID-19 is the first pandemic in human history in which technology and social media are widely used to keep people safe, productive and connected despite their physical distance. The study aims to highlight the results of the Covid-19 pandemic at the economic and social level, and to clarify the performance of e-government globally to confront the damages of Corona and to analyze the evolution of the e-government development index in Algeria 2010-2020, according to the United Nations e-government survey 2020. The most important findings that the pandemic contributed to raising of the e-government development index globally in 2020, as many countries moved from the lower levels to the higher levels of the e-government development index; And that Algeria moved to the group of countries with a high e-government development index, but slightly. .
