تقييم وتحليل الاستدامة المالية للاقتصاد الجزائري خلال الفترة: 1999-2019

Résumé: تعرض هذه الورقة البحثية الاستدامة المالية كشرط لاستقرار الاقتصاد الكلي، والنمو المستدام والشامل طويل الأجل، وتقدم نظرة عامة لتقييم الاستدامة المالية للاقتصاد الجزائري في الفترة 1999-2019. تُظهر الأدلة المستمدة من نماذج التكامل المشترك للإيرادات والنفقات الحكومية أن السلوك المالي كان مستدامًا "بشكل ضعيف" في الفترة 1999-2019 وفق منظور كوزنتس. وقد تم تعزيز نتيجة "الاستدامة الضعيفة" من خلال المعطيات المتعلقة بالطبيعة الريعية للاقتصاد الجزائري. وتَعتبر الدراسة أنه من الضروري البحث في سبل تعزيز الاستدامة المالية للاقتصاد الجزائري، كشرط لبعث الإقلاع الاقتصادي من خلال مدخل التنويع الاقتصادي بمفهومه الواسع. This research paper presents the fiscal sustainability as a requirement for macroeconomic stability and sustainable and inclusive long-term growth. and provides a thorough overview to assess fiscal sustainability from Algeria economy in the period 1999-2019. The evidence from cointegration models of government revenue and expenditure shows that fiscal behavior is “weakly” sustainable in the period 1999 -2019 . The “weak sustainability” finding is reinforced by evidence related to the rentier nature of the Algerian economy. It is necessary to search for ways to enhance the financial sustainability of the Algerian economy, as a condition for reviving the economic take-off through the entrance of economic diversification in its broadest sense.
