دور النظم الجبائية في تحقيق الاستدامة البيئية دراسة تجربة الجزائر للفترة (1992-2022)

Résumé: تهدف هذه الدراسة إلى معرفة دور النظام الجبائي الجزائري في حماية البيئة بإستخدام الجباية البيئية بإعتبار ها من أنجع الأدوات الاقتصادية التي تساهم في الحفاظ على البيئة، حيث تم استعراض تجربة الجزائر منذ إنشاء اول رسم بيئي الى غاية سنة 2022. تم إتباع المنهج الوصفي التحليلي عند التطرق إلى مفهوم التنمية المستدامة، وفي عرض بعض التجارب دولية في الحد من التلوث البيئي بإستخدام الجباية البيئية تم إتباع المنهجين الوصفي والتاريخي. وتوصلت الدراسة إلى أن المشرع الضريبي الجزائري أقر قوانين وتشريعات متمثلة في ضرائب ورسوم بيئية ذات أهداف تحفيزية وأخرى ردعية من شأنها تعديل سلوك الملوثين وحماية البيئة والحفاظ على الموارد الطبيعية، وبالتالي تحقيق الاستدامة البيئية. This study aims to know the role of the Algerian tax system in protecting the environment by using environmental taxation as one of the most effective economic tools that contribute to preserving the environment, where the Algerian experience was reviewed since the establishment of the first environmental fee until the year 2022. The descriptive analytical approach was followed when addressing the concept of sustainable development, while the descriptive and historical approaches were followed when presenting some international experiences in reducing environmental pollution using environmental taxation. The study concluded that the Algerian tax legislator approved laws and legislation represented in environmental taxes and fees with incentive and deterrent goals that would modify the behavior of polluters, protect the environment and preserve natural resources, and thus achieve environmental sustainability.
