العملة الافتراضية بين ضرورة الوجود وموقف الدولة الجزائرية

Résumé: لقد كان من نتائج الثورة الصناعية الرابعة ظهور عملات جديدة تعرف بالعملات الافتراضية، التي هي عبارة عن عملة غير ملموسة تنشأ وتستخدم وتتداول إلكترونيا، بل ولا تخضع لرقابة وسلطة البنوك المركزية في الدولة، ومع هذا فقد شهدت تداولا وتعاملا كبيرين من قبل الأفراد على مستوى دول العالم منها الجزائر، التي اندفع شبابها في الآونة الأخيرة إلى الإقبال على المتاجرة في العملة الافتراضية، وأمام هذا الاندفاع الكبير كان لزاما على الدولة الجزائرية أن تبادر إلى بيان موقفها إزاء التعامل بهذا النوع المستجد من العملات ، وبالفعل أبانت عنه بموجب قانون المالية لسنة 2018 م، حيث حظرت التعامل به ورتبت عقوبات لكل مخالف لهذا الحظر Abstract: One of the results of the fourth industrial revolution was the emergence of new currencies known as virtual currencies, which are intangible currencies that arise, use and trade electronically, and are not even subject to the control and authority of the central banks in the country, yet they have witnessed great circulation and dealing by individuals in the world, including Algeria, whose youth have recently rushed to trade in the virtual currency, and in the face of this great rush the Algerian state had to initiate a statement Its position on dealing with this new type of currency, and indeed expressed under the Finance Act 2018, where it banned dealing with it and imposed penalties for every violator of this prohibition
