أزمة المجالس المحلية في الجزائر وأثرها على التنمية المحلية .

Résumé: تعد المجالس المحلية المنتخبة في الجزائر الهيكل التنظيمي التداولي للبلدية والولاية ،والذي من خلاله يعبر عن إرادة الشعب ،وبهذا فهو له دور كبير في تحقيق التنمية المحلية .حيث نهدف من خلال هذه الدراسة إلى توضيح الأزمة التي تعيشها المجالس المحلية من خلال ظاهرة الانسداد ومدى تأثيرها على التنمية المحلية التي تعد حسب المنظور الكلي أساسا لتحقيق التنمية الشاملة والمستدامة على المستوى الوطني.لنخلص بنتائج توضح أن هذه الأزمة في تفاقم مستمر مما يؤثر على تحقيق التنمية المحلية . The elected local councils in Algeria are the deliberative organizational structure of the municipality and the state, through which it expresses the will of the people, thus it has a great role in achieving local development. In this study we aim to clarify the crisis experienced by local councils through the phenomenon of blockage and its impact on Local development which, by macro-perspective, is the basis for achieving comprehensive and sustainable development at the national level. Let us conclude with results that show that this crisis continues to worsen, affecting local development.
