اسهامات الحوكمة المحلية في التنمية المحلية

Résumé: نظرا لزيادة الوعي لدى الشعوب بسبب الانفتاح الاقتصادي وتطور تكنولوجيا الاعلام والاتصال، أصبح لزاما على الحكومات التحول نحو الديمقراطية، وانتهاج اساليب جديدة في التسيير سواء على المستوى المركزي او على مستوى الجماعات المحلية، بالانتقال من التسيير التقليدي الى حوكمة التسيير للجماعات المحلية، نهدف في هذا البحث التطرق الى مميزات ومعوقات تطبيق الحكم الراشد على المستوى المحلي وأثر ذلك على التنمية المحلية وتحسين معيشة المواطنين. توصلنا في نهاية المقال الى حتمية اعتماد الحوكمة الادارية المحلية لتحسين اداء الجماعات المحلية والرفع من جودة الخدمة العمومية للوصول الى تنمية محلية ووطنية شاملة. Due to the increase in awareness among peoples due to economic openness and development of information and communication technology, it has become necessary for governments to shift towards democracy and adopt new methods of management, both at the central and local levels, by moving from traditional administrative methods to a new style in governing local communities. In this paper, we aim to address the conceptual framework of good governance at the local level. At the end of the article, we recommend the need for adopting the approach of local governance to improve the performance of local communities and raise the quality of public service.
