اسهامات تكنولوجيا الاعلام و الاتصال في تحقيق الحوكمة عصرنة قطاع العدالة في الجزائر انموذجا

Résumé: في ظل تأثير تكنولوجيا الاعلام و الاتصال على القطاعات الحكومية ، ارتبط السلوك السياسي بالسلوك الإتصالي و التقني . تهدف هذه الدراسة الى ابراز اسهامات تكنولوجيا الاعلام و الاتصال في رسم معالم الحوكمة مع دراسة نموذج العصرنة لقطاع العدالة في الجزائر . و التي تتلخص في تجسيد دولة الحق و القانون و مكافحة الفساد و المساءلة و التي لا يمكن ان تتأتى الا من خلال السهر على تكريس قيادة رشيدة و تعمل في بيئة مرنة ، فتحقيق الحوكمة يتطلب التركيز على العامل التقني و العنصر البشري و كذا البيئة و التكامل فيما بينهم . In the light of information and communication technology impact on government sectors, political behavior is related to communication and technical behavior. This study aims to highlight the contributions of information and communication technology in shaping governance, by studying justice modernization as a model in Algeria. Which is summurized on the embodiment of the state of truth and law, combating corruption and accountability, which can only be achieved by ensuring rational leadership and working in a flexible environment. Achieving governance requires focusing on the technical factor and the human element, as well as the environment and integration in between them .
