دراسة تحليلية قياسية لاختبار فرضية العجز التوأم في الجزائر للفترة 1980-2021 an Econometric Analytical Study To Test The Hypothesis Of Twin Deficit In Algeria For The Period 1980-2021

Résumé: تهدف هذه الدراسة الى تحليل العلاقة بين رصيد الموازنة العامة ورصيد الميزان التجاري أو ما يعرف بالعجز التوأم في الاقتصاد الجزائري والذي يعد اقتصادا نفطيا ، واعتمدت الدراسة على بيانات سنوية غطت الفترة 1980-2021، كما تناولت الدراسة التأصيل النظري للعلاقة بين العجزين الذي تفسره فرضتين هما: التكافؤ الريكاردي الذي ينفي وجود أية علاقة بين العجزين، والمقترح الكينزي الذي يدل على وجود علاقة طردية بين العجزين إضافة الى افتراض تأثر عجز الحساب الجاري بعجز الموازنة العامة. وقد توصلت دراستنا أن العلاقة بين العجز الداخلي والعجز الخارجي يدعم الطرح الكينزي الذي مفاده أن عجز الموازنة العامة يؤثر في عجز الميزان التجاري في حين لا يدعم فرضية العجز التوأم، وهو ما أكدته الدراسة القياسية من خلال اتجاه السببية لغرانجر، كما أكدت الدراسة وجود علاقة توازنية قصيرة وطويلة الأجل من خلال اختبار جوهانسون للتكامل المشترك ومعادلة تصحيح الخطأ ECM، والذي حددت معامل تصحيح الخطأ بنسبة 73 %. كلمات مفتاحية:العجز التوأم، الموازنة العامة، الميزان التجاري، سببية غرانجر،التكامل المشترك، نموذج تصحيح الخطأ تصنيف JEL : F32،H62،B23،C32،E12. Abstract: This research explores the nexus between the public budget balance and the trade balance within the Algerian economy, characterized primarily as an oil-based economy. The study utilizes annual data from 1980 to 2021, delving into the theoretical underpinnings of the relationship between the two deficits. Two central hypotheses dominate this discourse: the Ricardian Equivalence, which negates any linkage between the deficits, and the Keynesian Proposition, which suggests a direct relationship between them, alongside the presumption that the public budget deficit influences the current account deficit. Our findings underscore the Keynesian framework, suggesting that the public budget deficit has implications for the trade balance deficit. This refutes the twin deficit hypothesis. The empirical investigation substantiates this through the Granger causality direction. The research further identifies a short and long-term equilibrium relationship, evidenced by the Johansen co-integration test and the Error Correction Model (ECM).
