آليات تطبيق برنامج كابدال 2017-2020 في مجال التنمية المحلية بالجزائر.

Résumé: نهدف من خلال هذا المقال التطرق الى شرح مدى مساهمة برنامج كابدال في تحقيق التنمية المحلية بالجزائر وذلك خلال الفترة 2017-2020، فهو عبارة عن اتفاقية موقعة بين الجزائر، والاتحاد الأوروبي وبرنامج الأمم المتحدة للنماء في شهر ماي 2016، البرنامج أعطيت انطلاقته مع بداية سنة 2017 ويدوم إلى غاية 2020، وهو يهدف لدعم أسس المقاربة التشاركية ‬لتشجيع ‬التنمية المحلية وتحسين حوكمة البلديات، فهو يقوم بدعم السلطات المحلية والمجتمع المدني تقنيا وماليا في محاولة للاستجابة لأولوياتهم من حيث تحسين الفرص الاقتصادية والاستفادة من خدمات إدارية واجتماعية ذات نوعية، بهدف تحقيق تنمية مندمجة ومستدامة للجماعة المحلية وذلك من خلال إرساء أسس حكامة محلية تشاورية. CapDel is a signed agreement between Algeria, the European Union and the United Nations Development Program in May 2016. The program was launched at the beginning of 2017 and continues until 2020. It aims to support the foundations of a participatory approach to promote local development and improve municipal governance. It supports the local authorities and civil society technically and financially in an attempt to respond to their priorities in terms of improving economic opportunities and benefiting from quality administrative and social services, with a view to achieving integrated and sustainable development of the local community through the establishment of local governance.
