نظام Bot (بناء وتشغيل ونقل الملكية) كآلية لدمج القطاع الخاص في مشاريع البنية التحتية في الجزائر

Résumé: تهدف هذه الدراسة إلى إبراز نظام البناء والتشغيل ونقل الملكية (BOT) كأحد أهم أسلوب لمشاركة القطاع الخاص في إقامة وتشييد وإدارة مشاريع البنية التحتية، كما يعد وسيلة ناجحة لجلب الإستثمارات الأجنبية وتحقيق تنمية إقتصادية وإجتماعية، وتوصلت الدراسة إلى أن الجزائر كغيرها من الدول تسعى لتطوير بنيتها الأساسية وتحديث مرافقها العامة التي تتميز بعدم الفعالية، من خلال محاولة تخفيف العبء المالي للموازنة العامة، و ذلك بالإعتماد على الشراكة بين القطاعين العام والخاص وفقا لنظام البوت، ومنه السعي لإمتلاك بنية تحتية متكاملة. This study aims to clarify the BOT system as one of the most important methods of private sector participation in the establishment, construction and management of infrastructure projects. It is also a successful way to attract foreign investment and achieve economic and social development. The study concluded that Algeria, like other countries, And to modernize its inefficient public facilities by trying to reduce the financial burden of the public budget, relying on the public-private partnership in accordance with the bot system, including the pursuit of an integrated infrastructure.
