الإستراتيجية الروسية في دول الخارج القريب لدول جنوب القوقاز 2000/2008

Résumé: تطرقت هذه الدراسة للإستراتيجية الروسية تجاه دول جنوب القوقاز وذلك بهدف إعطاء رؤية شاملة للإستراتيجية الروسية ودورها في منطقة جنوب القوقاز، باعتبارها الخارج القريب. تحاول هذه الدراسة معالجة الإشكالية التي تدور حول معالم ومبادئ الإستراتيجية الروسية في دول الخارج القريب وجنوب القوقاز بالتحديد، كما تحاول الدراسة الإجابة على الفرضيات المنبثقة من الإشكالية المطروحة والمتضمنة فرضية يلعب طموح القوة العظمى دورا مهما في تحريك الإستراتيجية الروسية اتجاه جنوب القوقاز، إضافة إلى افتراض الإستراتيجية الروسية تقوم على أساس المحافظة على المصالح الإقتصادية في منطقة جنوب القوقاز، وفرضية الإستراتيجية الروسية اتجاه جنوب القوقاز هي تعبر عن رغبة روسيا في بناء عالم متعدد الأقطاب. وقد توصلت الدراسة إلى أن الدور الروسي في المنطقة يمثل إمتدادا لنمط سلوك الدول الكبرى والتي تسعى لحماية مصالحها الإقتصادية والإستراتيجية في مجالها الحيوي، وهذا نمط ظهر من خلال سعي روسيا لتصدي لتواجد الغربي والأمريكي خاصة في المنطقة والذي يهدف إلى إضعاف الدور الروسي في منطقةجنوب القوقاز، لذلك لجأت روسيا في استراتيجيتها إلى الدفاع عن مناطق نفوذها في الخارج القريب وبخاصة دول جنوب القوقاز من خلال التحكم في مصادر الطاقة وخطوط نقلها بهدف الحفاظ على نفوذها وحماية مصالحها في المنطقة. This study dealt with the Russian strategy towards the South Caucasus countries in order to give a an overview aboutthe Russian strategy and its role in the South Caucasus region, as the near future. The study attempts to address the issue related to the Russian strategy in the countries of the Near East and the South Caucasus in particular. The study also attempts to answer the hypotheses arising from issue, which includes the hypothesis that the ambition of the Great Power plays an important role in moving the Russian strategy towards the South Caucasus, Russia is based on the preservation of its economic interests in the South Caucasus region, and the intention of Russian strategy towards the South Caucasus to build a multi-polar world. The study found that the Russian role in the region represents a reflection for the attitudes of the great countries avior that seek to protect their economic and strategic interests in their vital field. This pattern emerged through Russia's efforts to counter the Western and American presence, especially in the region. Russia has used its strategy to defend its areas of influence abroad, especially the South Caucasus, by controlling energy sources and transmission lines in order to maintain its influence and protect its interests in the region.
