Résumé: Abstract Our study deals with the reality of local development in shadow areas in Algeria yhese are areas that live on the reality marginalization, isolation,and the lack of the elements for a decent life at all levels this prompted the Algerian state to write an impossible development program in order to achieve a decent life for eight (8) million citizens who were counted in these areas the amount of 13587 shadow areas sits on the entire national territory, and this is through programs that focus on tangible and quick projects such as connecting to electricity, gas and sewage networks, improving school conditios , breaking isolation, etc, at the same time, in order to achieve regional balance in the country. and this study also lies in knowing the concept of shadow areas and the reasons for their emergence, along with urgent development projects , that these areas benefited from to get out of the cycle of marginalizatios and exclusion, and were these progects sufficient to meet the need of the residents of the shadow areas, or were they insufficient this is by highlighting the capabilities harnessed by the Algerian state to assist these regions and evaluating the role of local communities in implementing this emergency plan, with the most important results and recommendations
