الإطار القانوني للمرصد الوطني للمرفق العام

Résumé: يعد المرصد الوطني للمرفق العام مكسبا هاما لترقية المرافق العمومية، تم إنشاءه بموجب المرسوم الرئاسي رقم 16-03، المتضمن إنشاء المرصد الوطني للمرفق العام، يعمل مع الدوائر الوزارية ويشرف على تقييم وتنفيذ السياسات الوطنية، إنشاءه من شأنه السماح بتشخيص شامل لحالة الخدمات العمومية وتقييمها عبر الوطن، سواء على المستوى المحلي أو على المستوى المركزي، من أجل معالجة الإشكاليات المطروحة خاصة تلك المتعلقة بعلاقة الإدارة بالمواطن. يقدم المرصد تقارير مرحلية للوزير الأول وتقارير سنوية لرئيس الجمهورية حول مستوى الخدمات العمومية. حيث ساهم بالعديد من الإقتراحات والتوصيات لتطوير المرافق العمومية، وبالنظر إلى مركزه القانوني فالمرصد يحتاج إلى مراجعة أحكام المرسوم المنظم له بهدف تعزيز تشكيلته وأنشطته، وأقلمة مهامه مع مستجدات الوضع العام ومقتضيات الساعة في سبيل ترقية المرفق العام وتحسين الخدمة العمومية للمواطنين. The observatory provides progress reports to the Prime Minister and annual reports to the President of the Republic about the level of public services. Where he contributed by many suggestions and recommendations for the development of public utilities, and in view of his legal position, the observatory needs to review the provisions of the decree organizing it in order to enhance its formation and activities, and adapt it's tasks with developments in the general situation and requirements of the hour in order to upgrade the public facility and improve public service for citizens.
