النّظُم الإدارية الفرنسية في الجزائر خلال النصف الثاني من القرن التاسع عشرfrench Administrative Systems In Algeria During The Second Half Of The Nineteenth Century

Résumé: ملخص:كانت التنظيمات الإدارية التي استحدثتها الإدارة الفرنسية في الجزائر بعد احتلالها سنة 1830 أداة رئيسة لملء الفراغ الذي نتج عن انهيار الإدارة التركية ،وقد استهدفَت إخضاع الأهالي المسلمين واستغلال أمثل للمستعمرة، وقد استعرضت الوضعية القانونية للأهالي المسلمين إبان الاحتلال الفرنسي وذلك بكشف الغموض الذي اكتنفها في الفترة (1830-1865)، ثم طبيعة "القرار المشْيخِي" الصادر سنة 1865 والصفة القانونية التي وُسِمَ بها أفراد المجتمع الأهلي الجزائري وكذا الشروط التي فرضها عليهم للحصول على"امتياز" المواطنة الفرنسية،بعدها تطرقت إلى الهياكل الإدارية الفرنسية بالجزائر إذ ذاك، ومختلف التعديلات التي أدخلت عليها، والصراع الذي دار بين العسكريين والمدنيين الأوربيين على السلطة في الجزائر، وختاما عالجت مكانة الأهالي المسلمين في الإدارة الاستعمارية، ومختلف ردود فعل الأعيان المسلمين في هذا المجال. Abstract: The administrative systems founded by the colonial occupation after the conquest of 1830 had been a necessary step for filling in the gap left from the collapse of the Ottoman administration. Still, that administrative systemsought to facilitate control and manipulation of Algerians in addition to maximum exploitation of the prized colony. Often the period (1830-1865) is confused and confusing and that overall confusion becomes double with the Senatus Law of 1865. I also discuss the struggle between the French military and the French civil administrators in executing this particular law. Lastly, I discuss the status of indigenous people in the eye of successive French administrations and how that law (Senatus Law) corresponds with liberal values as well as its reactions of Muslim notables in this regard.
