أثر تطبيق الإدارة الالكترونية على الحد من الفساد الاداري

Résumé: ان الفساد الاداري ظاهرة خطيرة تمس اغلب دول العالم بدرجات متفاوتة، فهو يتسبب في انعدام الثقة بين الحاكم والمحكوم، ونهب المال العام، وضعف التنمية بمختلف مستوياتها، وتدني قيمة المواطنة، لذلك تسعى الحكومات جاهدة للتقليل من الظاهرة والحد من آثارها. نسعى من خلال هذه الورقة البحثية الى توضيح مساهمة تطبيق الإدارة الالكترونية في محاربة ظاهرة الفساد الإداري، من خلال مقاربة نظرية استخدمنا فيها المنهج الوصفي التحليلي، وتوصلنا في نهاية البحث الى ان التخلي عن الإدارة التقليدية لصالح الإدارة الالكترونية يساهم في تبسيط الإجراءات الإدارية، وزيادة الشفافية، والمشاركة وتعزيز الرقابة والمساءلة، ومن اهم التوصيات الدعوة الى تطبيق الإدارة الالكترونية في كافة الإدارات والمرافق العمومية، بشكل متزامن، سلس ومدروس، للوصول الى مرحلة الشباك الوحيد Administrative corruption is a dangerous phenomenon that affects most world’ countries to varying degrees, as it causes distrust between the governing and the governed, the looting of public money, the weakness of development at its various levels, and the low value of citizenship. Therefore, governments strive to reduce this problem and limit its effects. In this research paper, we seek to clarify the contribution of the application of electronic management in fighting the administrative corruption, through a theoretical approach in which we used the analytical descriptive approach. We concluded that abandoning traditional management in favor of electronic management contributes in simplifying administrative procedures, increasing transparency and participation, and strengthening oversight and accountability. One of the most important recommendations is to apply the electronic management in all departments and public facilities simultaneously, smoothly and thoughtfully, to reach the single window stage.
