أثر جائحة كورونا على التشغيل في الجزائر

Résumé: الملخص هدفت الدراسة لتوضيح وضعية الشغل في الجزائر من خلال المعطيات الخاصة بالتشغيل والبطالة وقوة العمل، ومن أجل تحقيق هذا الهدف تم فحص مجموعة من الدراسات السابقة لاستخلاص مدى جدوى سوق العمل في الجزائر، وصلاحية السياسات المعتمدة في الرفع من مناصب العمل المستحدثة، إضافة إلى التعرف على نوعية ومستوى التأثير الذي تركته جائحة كورونا على التشغيل في الجزائر. توصلت الدراسة إلى أنه بالرغم من تسجيل تطور عام في حجم التشغيل، لا يزال المعدل بعيدا عن الاستفادة من اليد العاملة الضخمة. كما أن آليات وبرامج التشغيل ترتبط ارتباطا وثيقا بمستوى الأسعار ، باعتبار كافة سياسات التنمية تقوم بالدرجة الأولى على عائدات النفط، فتتأثر بأي انهيار لأسعاره، توصلت الدراسة أيضا بأن معدل التشغيل تأثر أيضا بجائحة كورونا، مما رفع من معدل البطالة سنة 2020 نتيجة لسياسة الغلق وتوقيف أغلب النشاطات الاقتصادية، إضافة إلى أن آفاق التشغيل لا تزال غير واضحة، بسبب عدم حصر انعكاسات الجائحة على الوضع العام للاقتصاد الجزائري. Abstract : The study aimed to clarify the employment situation in Algeria through data related to employment, unemployment, and the workforce. To achieve this goal, a number of previous studies were examined to extract the feasibility of the labor market in Algeria and the effectiveness of the policies adopted to increase new job opportunities. Additionally, the study aimed to identify the type and level of impact that the COVID-19 pandemic had on employment in Algeria. The study found that despite a general increase in employment, the rate is still far from utilizing the large workforce. Mechanisms and employment programs are closely linked to price levels, as all development policies are primarily based on oil revenues and are therefore affected by any collapse in oil prices. The study also found that the employment rate was also affected by the COVID-19 pandemic, which raised the unemployment rate in 2020 due to the closure policy and suspension of most economic activities. Moreover, employment prospects remain unclear due to the lack of a comprehensive assessment of the pandemic's impact on the overall situation of the Algerian economy.
