واقع التخطيط الاستراتيجي ومستوى جودة الخدمات التي تقدمها البلديات الفلسطينية

Résumé: ملخص الدراسة: هدفت الدراسة التعرف إلى واقع التخطيط الاستراتيجي في البلديات الفلسطينية. ومعرفة مستوى جودة الخدمات التي تقدمها البلديات الفلسطينية. والتعرف إلى المعيقات التي تواجه التخطيط الاستراتيجي وتحد من تقديم الخدمات بجودة عالية في البلديات الفلسطينية. وقد تم استخدام المنهج الوصفي في الدراسة، حيث طورت استبانة لذلك، وتم التأكد من صدقها ومعامل ثباتها، وتكون مجتمع الدراسة من جميع الإداريين في بلديات شرق القدس وشملت بلديات (أبوديس والعيزرية والسواحرة الشرقية)، البالغ عددهم (83) وتم أخذ مجتمع الدراسة كعينة شاملة وزعت عليهم الاستبانة كأداة للدارسة، وتم إستعادة (74) استبانة. وتوصلت الدراسة إلى مجموعة من النتائج كان أهمها: أنه يوجد في البلديات خطط إستراتيجية تعمل من خلالها، وأن التخطيط يسهم في تحديد احتياجات البلدية بدقة متناهية. وأن الموظفين في البلديات يحرصون على المشاركة في عملية التخطيط الإستراتيجي، وأنه يتوفر بالبلدية كفاءات إدارية تؤمن بعملية التخطيط الإستراتيجي، وتضع الإدارة برامج لمراقبة تنفيذ الخطة الإستراتيجية، وبدرجة متوسطة من استجابات مجتمع الدراسة. وأن البلديات تستعين بخبراء من الخارج في مجـال التخطيط الإستراتيجي، وأن التخطيط الإستراتيجي يساعد على استخدام وسائل اتصال مختلفة عند الموظفين. وأن ساعات العمل الرسمي مناسبة وكافية لتقديم الخدمة في البلديات، وأن إجراءات تقديم الخدمة واضحة، وموقع البلدية مناسب لتقديم الخدمة للمواطنين. وأوصت الدراسة بعدة توصيات منها: ضرورة مشاركة الموظفين في البلديات بعملية التخطيط الإستراتيجي لأنهم هم الذين سيتولون تنفيذها في المستقبل، وعلى الموظفين الإيمان التام بعملية التخطيط الاستراتيجي للبلدية على اعتبار أنه الطريق الموصل إلى بر الأمان، وفي المقابل على البلدية أن توفر كفاءات إدارية تؤمن بعملية التخطيط الإستراتيجي. ويجب أن تضع إدارة البلديات برامج وآليات مناسبة لمراقبة تنفيذ الخطة الإستراتيجية وذلك لما للرقابة من دور هام في متابعة وتقييم أداء تنفيذ الخطط الإستراتيجية والحصول على التغذية الراجعة لمراجعتها. الكلمات المفتاحية: التخطيط الاستراتيجي، جودة الخدمات، البلديات الفلسطينية Abstract : The study aimed to identify the reality of strategic planning in the Palestinian municipalities, the level of quality of services provided by the Palestinian municipalities, identifying the obstacles that face strategic planning and limit high-quality services delivered in Palestinian municipalities. The researcher used the descriptive analytical approach. The study community was composed of all administrators in the municipalities of East Jerusalem and included the municipalities (Abudis, Al-Eizariya and Al-Sawahra Al-Sharqiya), which were (83). The study population was taken as a comprehensive sample. The questionnaire was distributed as a tool for study, and 74 questions were retrieved. The study concluded to a set of results. The most important: that the municipalities have strategic plans to work through, and that planning contributes to the identification of the needs of the municipality very accurately, the municipals staff are keen to participate in the strategic planning process, the municipalities have administrative competencies to ensure the strategic planning process, the administration sets up programs to monitor the implementation of the strategic plan, with a medium extent of the responses of the study community, the municipalities use experts from abroad in the field of strategic planning, and that strategic planning helps to use different means of communication among employees, the official working hours is adequate and suitable to provide services in the municipalities, the procedures for providing the service are clear, and finally the location of the municipality is suitable to provide service to citizens. The study concluded to a number of recommendations, including: the need for municipal staff to participate in the strategic planning process because they will be responsible for the future implementation strategy. Staff should fully believe in the municipality's strategic planning process as the road to safety. Municipalities should develop appropriate programs and mechanisms to monitor the implementation of the strategic plan, as monitoring has an important role to play in monitoring and evaluating the performance of the implementation of strategic plans and obtaining feedback for reviewing.
