Résumé: ملخص: الصكوك الإسلامية هي واحدة من الأدوات المالية المتوافقة مع الشريعة الإسلامية، و لقد عرف نمو سوقها في العالم تطورا كبيرا خلال العقود الثلاثة الماضية، و يرجع ذلك إلى دورها التمويلي في لتحقيق متطلبات التنمية الاقتصادية، و كذا تمويل العجز الموازني للحكومات. تهدف هذه الورقة البحثية إلى تقديم نظرة شاملة حول الصكوك الإسلامية، و التركيز على أدوارها في تمويل مشاريع البنى التحتية، و تمويل العجز الموازني، و واقع ذلك في كل من ماليزيا و السودان باعتبار أن تجربتاهما رائدة في هذا المجال. و تمّ التوصل إلى أنّه يمكن الابتكار في صيغ الصكوك الإسلامية، كما أنّها تجنب الدولة مخاطر التمويل الأجنبي، و تساهم في تطوير سوقها المالي المحلي و تموّل كبرى المشاريع و تعالج العجز الموازني. و قد تمّ الاعتماد على المنهجين الوصفي و التحليلي من خلال تجميع البيانات و المعلومات المرتبطة بالموضوع محل الدراسة، ثمّ تحليلها وتبويبها و عرضها بما يخدم تحقيق هدف البحث و الوصول إلى النتائج السالفة الذكر. Abstract: Islamic Sukuk are regarded as one of the Shariah-compliant financial instruments, notably, in the last three decades where their market has witnessed a significant expansion due to provision demands of economic development and financing of the government budget deficit. This research aims to provide an overview of the Islamic Sukuk concept in general, and of the role of this sukuk in financing budget deficits, in general and infrastructure projects, in particular, specifically in Malaysia, considering that this country has a pioneer experience in this field. It concludes that there is an innovation possibility in the Islamic Sukuk formula on the ground that it could help avoid foreign financing risks, contribute to domestic financial market development, finance major projects, and address budget deficits. The descriptive and analytical approaches are used in this study, to collect, analyze, classify, and present the topic related data and information.
