نظام الكوطا كآلية للمشاركة السياسية للمرأة في تحقيق التنمية المحلية

Résumé: ملخص: لقد سجلت الجزائر على مستوى المجالس المحلية المنتخبة تمثيل سياسي ضعيف للمرأة فكان لابد من تبني سياسة قانونية تدعم مشاركة المراة في هذه المؤسسات السياسية ، وتكون سند قانوني لاقتحامها المجال السياسي وكان نظام الكوطا احدى الآليات المقترحة لذا جاءت هذه الدراسة للكشف عن قدرة هذا النظام في تحدي الثقافات المجتمعية و المحلية لزيادة عدد النساء في المجالس المحلية المنتخبة، وقد أسفرت نتائج هذه الدراسة على فاعلية نظام الكوطا على إقحام المرأة في المؤسسات السياسية وقدرته على تحدي الثقافات المجتمعية الكلمات المفتاحية: نظام الكوطا – التنمية المحلية – المشاركة السياسية Abstract: Algeria has registered at the level of elected local councils a weak political representation of women, so it was necessary to adopt a legal policy that supports the participation of women in these political institutions, and a legal basis for their entry into the political field and the quota system was one of the proposed mechanisms So this study came to reveal the ability of this system to challenge societal and local cultures to increase the number of women in elected local councils, and the results of this study have resulted in the effectiveness of the quota system to involve women in political institutions and its ability to challenge societal cultures Keywords: the quota system - local development - political participation
