سلطات رئيس المجلس الشعبي البلدي في مجال الضبط

Résumé: نستخلص من دراستنا أن رئيس المجلس الشعبي البلدي هو رئيس الهيئة التنفيذية على مستوى المجلس الشعبي البلدي وهو المسؤول الأول على عملية الضبط الاداري للحفاظ على النظام العام بجميع عناصره سواء التقليدية أو الحديثة ولتحقيق ذلك تم وضع وسائل مادية وبشرية تحت تصرفه محددة في النصوص القانونية المنظمة لذلك وأيضا وسائل قانونية متمثلة في القرارات الادارية سواء تنظيمية أو فردية وهي اختصاص أصيل لرئيس المجلس الشعبي البلدي وتخضع هذه القرارات لمبدأ المشروعية لأنها تمس الأفراد والنظام العام كما توجهنا في هذه الدراسة إلى إعطاء نماذج عن صلاحيات رئيس المجلس الشعبي البلدي ونظرنا إلى الصلاحيات المخولة له في مجال الصحة ،البيئة والعمران نظرا لأهمية هذه المجالات في الآونة الاخيرة وهي مجالات تخص الفرد بشكل خاص وتتعدد النصوص القانونية المنظمة لها Summary: We conclude from our study that the President of the Municipal People’s Council is the head of the executive body at the level of the Municipal People’s Council, and he is the first responsible for the administrative control process to maintain public order with all its elements, whether traditional or modern. Legal means represented in administrative decisions, whether organizational or individual, which are the original competence of the President of the Municipal People's Council. And we looked at the powers granted to him in the field of health, environment and urbanization due to the importance of these areas in recent times, and they are areas that concern the individual in particular, and there are many legal textsregulating them.
