وسائط الاتصال وجرائم المضاربة

Résumé: حاول المشرع الجزائري حماية المستهلك من الممارسات غير المشروعة التي يتعرض لها من بينها المضاربة، التي عرفت انتشارا واسعا بالخصوص أثناء انتشار جائحة كورونا التي أثرت على القدرة الشرائية للمواطن، بسبب المضاربة غير المشروعة في العديد من المواد الاستهلاكية، وعلى هذا قام المشرع الجزائري باستحداث قانون خاص لتجريم مثل تلك الأفعال بموجب القانون رقم 21-15، الذي حدد صورها من بينها استعمال تكنولوجيا الاعلام والاتصال بالتحديد وسائط الاتصال وهي محل الدراسة، عبر طرح الاشكالية التالية كيف اعتبر المشرع الجزائري استعمال وسائط الاتصال كآلية للمضاربة غير المشروعة وماهي آليات مكافحتها؟ The Algerian legislator has tried to protect the consumer from the illegal practices to which he is exposed, including speculation, which has become widespread, especially during the spread of the Corona pandemic, which has affected the purchasing power of the citizen, due to illegal speculation on many consumer goods, and as a result the Algerian legislator has introduced a special law Criminalizing these acts by Law No. 21-15, which defines their forms, in particular the use of information technologies. Information and communication, in particular the means of communication, which are the subject of a study, by raising the following problem: How did the Algerian legislator consider the use of the means of communication as a mechanism for illegal speculation? , and what are the mechanisms to combat it?
