كولونيالية النزعة التدخلية لدى القوى الكبرى وسياقات هندسة الدولة العاجزة

Résumé: تستند النزعة التدخلية، المتنامية بعد فترة الحرب الباردة، لدى القوى الكبرى في الدول العاجزة الى فرضية الملاذ الآمن للإرهاب باعتباره يمثل تهديدا للأمن والسلم الدوليين، وان المجتمع الدولي تضامني تقع عليه مسؤولية اصلاح الدول العاجزة، تفترض هذه الدراسة أن التدخلات الخارجية للقوى الكبرى كولونيالية، تحركها اهداف استراتيجية باعتبار أن عجز الدولة لا يختزل في البعد الأمني. كما أن السجل الميداني لأثر هذه التدخلات يكشف على أنها تساهم في تفكيك الدول الضعيفة بدل بنائها وهي بذلك تعمل على استدامة تبعيتها. تحاول الدراسة اثبات هذه الفرضية بمناقشة سياق التاريخ الكولونيالي والنشأة المشوهة للدولة القومية في البلدان المحتلة، وسياق العولمة المكرس لتهميش وتآكل دور الدولة، الى جانب سياقين فرعيين يتصلان بالتدخل الإنساني والحرب على الإرهاب لشرعنة التدخل. The growing interventionist tendency after the Cold War period among the major powers in the failed states is based on the hypothesis of the safe zone for terrorism represents a threat to international peace and security, and that the international community in solidarity is responsible to reform the failed states. This study assumes that the external interventions of the major powers are colonial, driven by Strategic goals, given that the failure of the state is not reduced to the security dimension. The field record of the impact of these interventions reveals their contribution to dissociate failed states more than building them, and thus, works to sustain their dependency. The study proves this hypothesis by discussing the colonial history and the distorted emergence of the nation-state, and the context of globalization devoted to marginalize the role of the state, in addition to two contexts related to humanitarian intervention and the war on terrorism to legitimize intervention.
