واقع تنوع الإقتصاد الجزائري في ظل الصدمات النفطية -دراسة إقتصادية تحليلية وقياسية (1990-2018)-

Résumé: تهدف هذه الورقة البحثية لدراسة واقع التنويع الإقتصادي وأثر تطبيقه في الجزائر في ظل الإنهيارات المفاجئة لأسعار النفط، وذلك بغية الإجابة على إشكالية الدراسة المتمثلة في مدى تمكن الجزائر من الوصول إلى درجة التنويع التي تمكنها من حماية إقتصادها من الصدمات النفطية، حاولنا الإجابة عليها (الإشكالية) من خلال دراسة تحليلية لواقع القطاعات الغير النفطية (الفلاحة ، الصناعة، الخدمات)، ومؤشر هرفندال هرشمان كمقياس للتنويع الإقتصادي، بالإضافة إلى دراسة قياسية تعتمد على دالة موسعة لدالة الإنتاج النيوكلاسيكية، بإستخدام نموذج الإنحدار الذاتي لفجوات الإبطاء الموزعة ARDL))، وهذا لقياس أثر التنويع وإنخفظ أسعار النفط على الإقتصاد الجزائري. خلصت الدراسة إلى عدم وصول الجزائر إلى درجة التنويع الإقتصادي التي تمكنها من التخلص من التبعية لقطاع المحروقات والتي تحميها من الإنهيارات المفاجئة في أسعارها، كما بينت الدراسة القياسية أن إستغلال الإمكانات المتاحة خارج قطاع المحروقات وتطبيق التنويع الإقتصادي له آثار إيجابية على إستقرارية ونمو الإقتصادي الجزائري. This paper aims to study the economic diversification to know the extent to which Algeria has managed to reach the degree of diversification that would help to protect the economy from oil shock.to measure the impact of diversification and the decline in oil prices on the Algerian economy, we have conducted an analytical study of the reality of non-oil sectors (agriculture, industry and services), and the Herfindal-Hirshman index as a measure of economic diversification, and used the autoregressive distributed lag model (ARDL) model to estimate the extended function of the neoclassical production function. The study concluded that Algeria did not reach the degree of economic diversification that would enable it to get rid of the dependency on the hydrocarbon sector. In the other side, the standard study showed that the exploitation of the available capabilities outside the hydrocarbon sector and the application economic diversification has a positive impact on economic growth.
