Résumé: إن الإدارة الالكترونية تمثل مرحلة حاسمة في الانتقال نحو الخدمات العامة الالكترونية والتحول من الاتصال المباشر للمواطنين مع مؤسسات الخدمة العامة، إلى التواصل الافتراضي عبر الشبكات الالكترونية المختلفة وتنطلق من الاستخدام الأمثل لمختلف الأجهزة، والمعدات، وبرامج تكنولوجيا المعلومات والاتصال لتقدم حلول للتعقيدات والمشاكل البيروقراطية التي تعترض الإدارة العمومية في شكلها التقليدي والفساد في مختلف الإدارات دول العالم. لذلك أصبح من الضروري على كل الحكومات، الدخول في مرحلة تطبيق الإدارة الالكترونية، والانطلاق مما تتيحه تكنولوجيا المعلومات والاتصال كأداة لترقية أنشطة ومؤسسات الخدمة العمومية وتساهم بصورة واضحة في تجسيد إصلاحات الخدمات المقدمة للمواطنين وترفع من مستوى رقابة الفرد على كل ما تؤديه المنظمات العامة من أعمال، بما يتيح درجة عالية من الجودة على وظائفها والتي في مقدمتها تقديم الخدمات العمومية.
