إصلاح الدعم الطاقوي في الجزائر -المتطلبات والأليات -

Résumé: ملخص: يرمى هذا البحث إلى معرفة إصلاح سياسة الدعم الطاقوي في الجزائر وأهم المتطلبات والآليات الواجب تطبيقها لإنجاح هذا الإصلاح، وقد أضحى أمر اصلاح الدعم الحكومي في الجزائر وبالأخص إصلاح دعم الطاقة ضرورة حتمية لا مفر منها، ومنذ بداية 2015 أصبحت الحكومة الجزائرية تبحث عن ايجاد الحلول والوسائل لإصلاح دعم أسعار الطاقة، وذلك من خلال رفع الدعم تدريجيا عن أسعار المنتجات الطاقوية، وكذلك تحديد الفئات المستحقة للدعم، وضرورة إشراك المجتمع المدني في عملية الاصلاح، ولتحقيق ذلك يتوجب على الدولة اتخاذ مجموعة من الاجراءات والميكانزيمات لإنجاح سياسة إصلاح الدعم الطاقوي . ومن أهم النتائج المتوصل اليها ،دعم أسعار الطاقة في الجزائر مكلف للغاية، يترتب عن سياسة رفع الدعم للأسعار الطاقة أثار سلبية متعددة تمس مباشرة ذوى الدخل المحدود ،وتساهم في ارتفاع الأسعار بصفة عامة ،و تدهور القدرة الشرائية للمستهلك. مطالبة الطبقة العمالية برفع الأجور .وقد تم الاعتماد على المنهج الوصفي التحليلي مع عرض أشكال بيانية وجداول إحصائية خاصة بالدعم . Abstract : This research aims to understand the reform of energy subsidy policy in Algeria, focusing on the key requirements and mechanisms that must be applied for the successful implementation of this reform. The reform of government subsidies in Algeria, particularly energy subsidies, has become an unavoidable necessity. Since the beginning of 2015, the Algerian government has been seeking solutions and means to reform energy price subsidies through the gradual reduction of subsidies on energy products and the identification of eligible beneficiary groups. It is also essential to involve civil society in the reform process. To achieve this, the state must adopt a series of measures and mechanisms to ensure the success of the energy subsidy reform policy. Among the key findings are: Energy price subsidies in Algeria are extremely costly, and the policy of reducing subsidies has several negative effects, directly impacting low-income groups. It contributes to the general rise in prices, leading to deterioration in the purchasing power of consumers. This situation has led to demands for wage increases by the working class. The descriptive-analytical method was used, including the presentation of graphs and statistical tables related to subsidies.
