دور إصلاح المحاسبة العمومية وفق معايير المحاسبة الدولية للقطاع العام في كفاءة الميزانية العامة دراسة حالة

Résumé: تهدف الدراسة إلى تحليل جهود السلطات العمومية في الجزائر ضمن مساعيها لإصلاح النظام المحاسبي الوطني، بهدف تحسين الكفاءة والفعالية في التسيير المالي. وتبين من خلال الدراسة أن الجزائر حققت خطوات كبيرة في تكييف نظام المحاسبة العمومية مع المعايير الدولية للمحاسبة في القطاع العام، مما يسهم في تعزيز شفافية ودقة العمليات المالية. ويأتي هذا الإصلاح كجزء من خطة شاملة لعصرنة نظام المالية العمومية، حيث يهدف إلى إعداد قوائم مالية توضح بدقة النفقات والايرادات، والمركز المالي العام، وكذلك النتائج المالية عند إغلاق السنة المالية، ما يسهم في دعم اتخاذ القرارات المالية المستندة إلى بيانات مالية دقيقة. الكلمات المفتاحية : إصلاح المنظومة المحاسبية ؛ تسيير عقلاني وفعال ؛ المعايير الدولية ؛ عصرنة نظام المالية العمومية ؛ صورة صادقة للوضعية المالية. Abstract: The study aims to analyze the efforts of public authorities in Algeria in their endeavor to reform the national accounting system, with the goal of improving financial management efficiency and effectiveness. The findings indicate that Algeria has made significant strides in aligning its public accounting system with international public sector accounting standards, contributing to enhanced transparency and accuracy in financial operations. This reform is part of a comprehensive plan to modernize the public finance system, aiming to produce financial statements that accurately reflect assets, liabilities, the overall financial situation, and the financial results at the close of the fiscal year, thereby supporting informed financial decision-making.
