حاضنات الاعمال كتوجه تنموي لتعزيز نمو ونجاح المؤسسات الصغيرة والمتوسطة بالجزائر : دراسة حالة حاضنة الأعمال لولاية خنشلة

Résumé: تهدف هذه الدراسة الى تسليط الضوء على حاضنات الأعمال كتوجه تنموي لدعم وترقية أصحاب المؤسسات الصغيرة والمتوسطة وحاملي المشاريع، وذلك بمساعدتهم في تخطي المراحل الأولى لإطلاق منشٍآتهم من خلال ما تقدمه لهم هذه الحاضنات من خدمات متنوعة( توجيهات، استشارات، تكوين ، تدريب، إيواء...)، حيث قمنا بعرض تطور نشاط هذه الآلية في الجزائر منذ تبنيها سنة 2003 إلى غاية سنة 2018، مع التركيز على نشاط حاضنة الأعمال لولاية خنشلة التي اعتمت كنموذج لتحقيق الهدف المرجو من هذه الدراسة، ولأجل ذلك استخدمنا المنهج الوصفي التحليلي في معالجة محاور الدراسة، لنتوصل الى جملة من النتائج تمثلت في: - تلعب مرافقة حاملي المشاريع الجدد وأصحاب المؤسسات الصغيرة والمتوسطة من طرف حاضنة خنشلة دورًا مهمًا في إنجاح هذه المشاريع. - تمثل عملية الاحتضان التي تقدمها حاضنة الأعمال فرصة لحاملي المشاريع لتوفير تكاليف ومصاريف مقارنة مع نظرائهم خارج الحاضنة. - تتمتع حاضنة الأعمال لولاية خنشلة بدور محوري من أجل إحداث تنمية اقتصادية وإجتماعية على مستوى الولاية. - تساهم حاضنة الأعمال لولاية خنشلة في إحداث توازن بين القطاعات المنتجة عن طريق تشجيع مشاريع دون أخرى. This study aims to shed light on business incubators as a development trend to support and promote the owners of small and medium enterprises and project owners, by helping them overcome the early stages of launching their facilities through what these incubators offer them from a variety of services (Guidance, consulting, training, accommodation…),where we presented the evolution of the activity of this mechanism in Algeria from its adoption in 2003 to the year 2018, focusing on the business incubator activity for the province of Khenchela, which was adopted as a model to achieve the goal of this study, to this end, we used the descriptive and analytical approach in treating the study axes, to arrive at a set of results represented in: - The process of directing, harboring, training ..... new project holders and owners of small and medium enterprises is one of the necessary and essential tasks for the success of the business incubator. - The mentoring and consulting process, accommodation, training ..... provided by the business incubator represents an opportunity for project holders to provide costs and expenses for obtaining them from outside the incubator. - The Business Incubator of Khenchela has a pivotal role in bringing about economic and social development at the state level. - The business incubator in Khenchela will contribute to creating a balance between the productive sectors by encouraging projects rather than others.
