استعمال خبير تكنولوجيا المعلومات وأثره على استقلالية مراجع الحسابات في ظل التجارة الإلكترونية : دراسة ميدانية

Résumé: تهدف هذه الدراسة لمعرفة أثر الاستعانة بخبير تكنولوجيا المعلومات على إستقلالية مراجع الحسابات في ظل بيئة التجارة الإلكترونية، وذلك من خلال دراسة ميدانية لعينة من الخبراء المحاسبين ومراجعي الحسابات، وكذا الأساتذة الجامعين المتخصصين في ميدان المحاسبة والمراجعة ولتحقيق هذا الهدف تم تقسيم الدراسة إلى جزئين، جزء نظري يكون من أربع فصول من أجل التأصيل النظري للموضوع، والجزء التطبيقي خصص لإختبار فروض الدراسة من خلال التحليل الإحصائي للبيانات التي تم جمعها من خلال الاستبيانات الموزعة. وقد توصلت الدراسة, إلى أن هناك أثر عند الإستعانة بخبير تكنولوجيا المعلومات على إستقلالية مراجع الحسابات في ظل التجارة الإلكترونية, ويواجه مراجع الحسابات العديد من المعوقات والتحديات في ظل بيئة التجارة الإلكترونية, أيضا يدرك هذا الأخير متطلبات الإستعانة بخبير تكنولوجيا المعلومات في ظل بيئة التجارة الإلكترونية, كما أن المراجعة المستمرة تعتبر مدخلا مناسبا للمراجعة في ظل بيئة التجارة الإلكترونية. وقد أوصت الدارسة على إلزام مراجع الحسابات بالإلتحاق ببرامج وندوات تكوينية للمراجعة في ظل بيئة التجارة الإلكترونية, لكي يصبح قادرا على القيام بتنفيذ عمليات المراجعة الإلكترونية، أيضا ضرورة إنشاء هيئة مستقلة تابعة للغرفة الوطنية لمراجعي الحسابات تعمل على مراقبة جودة المراجعة بالشركات في ظل بيئة التجارة الإلكترونية, كما أوصت بضرورة خلق تعاون بين الهيئات المشرفة على تنظيم مهنة المحاسبة والمراجعة بالجزائر مع الهيئات المهنية الدولية المتطورة في مجال مراجعة الحسابات ببيئة التجارة الإلكترونية. This study aims to identify the impact of using an information technology expert on the independence of the auditor in the light of the e-commerce environment, through a field study of a sample of accountants and auditors, as well as university professors specialized in accounting and auditing. To achieve this goal, the study was divided into two parts, a first theoretical part that consists of four chapters is dedicated for the literature of the topic, and a second practical part is devoted to test the hypotheses of the study through a statistical analysis based on data collected by distributed questionnaires. The study concluded that there is an effect on the independence of the auditor when using an information technology expert in light of e-commerce, also the auditor faces many obstacles and challenges, and understands the requirements of using information technology in light of the e-commerce environment in addition, the ongoing review is also an appropriate input to the audit in the e-commerce environment. The study recommended the following: the auditor is obligated to join training programs and seminars for audit in the light of the e-commerce environment, in order to be able to carry out electronic audits; the need to establish an independent board of the National Chamber of Auditors to monitor the quality of the audit of companies in the environment E-commerce; moreover, it recommended the importance of creating a cooperation between the boards that organize the accounting and auditing profession in Algeria with advanced international professional boards in the field of auditing in the e-commerce environment.
